CONGU® UHS 2017 Changes
'One Stroke Limit' rule
In Ireland, from 2017, where players' handicaps cannot be increased by 0.1 because they have reached the 'one stroke limit' in the calendar year, the following changes apply:
- The CONGU Three Letter Identifier 1SL is no longer included for entries in player's records that have been prevented from increasing because of the 'one stroke limit' rule. Instead, the first time a players' handicap hits a limit, an additional entry is written into the players' record, with the description 'One Stroke Limit' and confirmation of the limit value.
- Where a player's handicap is increased by manual adjustment, this now has the effect of raising the lowest handicap achieved marker, used for the purpose of applying the one stroke limit rule. The limit that a handicap may be increased in any one calendar year under this rule becomes:
(lowest handicap achieved) + (sum of any manual increases to handicap) +
1 stroke
- Scores that have not been increased by 0.1 because of the 'one stroke limit' rule now count towards the Continuous Handicap Review (seven or more consecutive 0.1 increases in handicap). Players with seven or move consecutive scores outside buffer zone (excluding 'Reduction only' competitions) are now included on the Continuous Handicap Review report, whether or not they have reached the one stroke limit.
A new report is added listing all players whose handicaps have reached the 'one stroke limit'.
This 'one stroke limit' rule does not apply to players with Home clubs in England, Scotland or Wales.
Bookings
A 'Bookings' button is added to the main HandicapMaster desktop.
Configuration
The FILE | OPTIONS | BOOKINGS Tab options are amended.
When linking to an external bookings service, you may now elect which of the 'upload membership details' or 'download competition entries to a Start Sheet' facilities are enabled.
A facility to import bookings from the eTee Sheet service onto a Start Sheet is added.
BRS Golf account details are moved from the 'Integration' to 'Bookings' Tab in FILE | OPTIONS.
'General' Bookings
A new service is introduced allowing you to solicit bookings online to any facility. A facility may be a golf course (i.e. Tee Times) or anything else that may be booked by time, such as Golf Lessons, The Snooker Table, etc.
You may request payment from the member or visitor at the time they place their booking.
To take payments, you will need a Merchant account with either SagePay or PayPal to receive the money. HandicapMaster Ltd applies no transaction charges for these payments, but an additional subscription charge is levied per 12 month's use.
Without taking payments or paying the additional charge, you may operate up to 5 schedules at any one time, each with a facility booking price of Nil, in a 'trial' mode. You may do this indefinitely.
Bookings times may be defined with different charges and availability applied to each time within a schedule, based upon Members, Members Guests and/or Visitors.
When creating schedules for golf tee times, these may be set up to automatically take account of daylight hours (avoiding times too early or too late in the day).
You may choose to add Discount Schemes to your General Bookings schedules. Examples of Discount Schemes may be '2-for-1' vouchers, County Cards, etc. Where a customer elects to book online using a discount scheme, their purchase amount is automatically reduced by the configured discount.
A new item titled 'General Bookings' is added to ClubWebsite program enabling you to add links to general bookings into your public website pages.
Competitions
Support for booking into multiple tee (otherwise called 'Shotgun') starts is added. You may now identify the competition to be booked as being subject to a multiple tee start in the Bookings Template. You may ask players to either book into a single list (and therefore be drawn with random partners) or into Groups.
You may now add additional Blocks to the beginning, or end, of any existing bookings arrangement, where the booking is by Blocks.
You may choose to add Discount Schemes to Open Competitions online entries. Where a customer elects to book online using a discount scheme, their purchase amount is automatically reduced by the configured discount.
Distribution Lists
Distribution Lists; When viewing distribution list when you double click on an entry you may now edit the member, club contact, or other recipient details.
Other Recipient distribution lists; it is now possible when selecting entries to be included in this type of distribution list to add new 'Other Recipients'.
A new 'Edit Entry' option is added to the pop up menu on the distribution list entries lists. Note this is now the default option replacing the previous default of 'Add Entry'.
General
When you undelete a member record that was deleted more than 12 months previously, you will now be asked whether you wish to restart the player's handicap record.
You may now re-order columns in lists, by dragging column headings into a different order, to allow for ease of viewing data. The new order is also remembered and is used the next time the list is viewed.
A 'Set Columns to default order in Lists' facility is added; see FILE | OPTIONS | GENERAL tab.
In HandicapMaster and ClubWebsite programs, presentation of the Tasks and Places lists in the left-hand column is updated to improve usability.

New Handicapping allowance Defined fraction of Combined Handicap is added for Pairs Scramble competitions.

Opening new Competitions
When opening a new competition, or amending an existing competition, a tick box 'Adjust Competition Handicaps (Competitors playing from different tees)' is added where there are two or more tees in play. This allows the adjustment to be changed for the selected competition, overriding the competition template setting.
